Why is the water in Sandyport more expensive than from Water & Sewerage?

As a non profit organisation the Association is required to cover its expenses. Water is purchased by the Association for use in the common areas (such as for pools and irrigation) as well as for resale to the consumers. 

The majority of the water purchased by the Association generates revenue by way of onward sale to consumers and the remainder does not generate revenue as it is used for the common property. The fixed and variable water charges are carefully calculated so that the cost of water is covered by the total revenue.
